Closer to ice cream than it is to custard, it's most likely the reason it is popular locally. That said, it's not terrible, but definitely nothing close to any Wisconsin custard stands (Kopps, Kiltie's, Bubba's, Culver's), which is what I will always benchmark any custard to. It would be more honest to call it ice cream.
