Driving is a privelege, not a right. If you are traveling at 60 MPH, you are moving at 88 feet per second! The AVERAGE text takes FIVE seconds at least! You have just moved 440 feet without looking at the road. That is further than a football field. (300 Ft.) Or in bseball terms you have gone from home plate at Progressive Field to 40 feet beyond the dead center field wall by 40 feet without looking at the road! Put The Phone Away!

Talking and texting are two different things. The police must talk on phones and the radio as part of their duty! Hands free TALKING, is possible, haven't seen hands free texting yet! However, if you are dead certain, you can try and make a "Citizen's arrest"...Gomer!

Yes, it is tempting to see who just sent you a message. I can see looking at that on a screen as that is just a glance, but not reading the message or replying. Pull over for that. And actually I think the new I-Phone 4S has where you can text by voice. With these laws, that may become much more popular.
